Yes, IITs have a certain quota for Kashmiri migrants. There are relaxations that the Ministry of Education itself gives in their admission process sometimes up to 10%. The intake capacity of their courses can also be enhanced by 5%. One seat in the merit quota has to be kept reserved there for Kashm
