Is this the best college for B.Tech CS branch? I have low marks in JEE and 60% in 12th ISC board.

Yes, this one is the best private college in MP.
Situation this year is different, as only JEE Marks will be counted and not 12th percentage, till now the cutoff list has not been announced by the university, so if you see yourself here, you would probably have to wait.
