Is upgrading skills with (SAP/ERP) with possessing MBA (HR), work ex 5+, a better option for getting job in tier 1- city (Bangalore/Pune. ?

Being from tier 3 city wish to move to tier 1 city for better job opportunity. Is upgrading skills a better option will give me an edge over others?
