Web design or web development? The question should have been more specific. But anyways if you ask me, there are some good institute who are offering professional courses for web designing, UIUX design you just need to google and you will get plenty of options and if you mean web development then you can opt for BCA or BscIT and get hand on different programming languages. There are lot many languages and numbers and there versions are growing as we speak :) if you are a continuous learner and can keep up with the pace of ever evolving technology then this could be great career option.

Web design" that is a pretty wide topic. One of the previous answers used the phrase cyber architect. An architect can use very technical tools to design a rigid framework. Let's look a building a house.
