    According to US World News, the Webster University ranking is #32 in Regional Universities Midwest. So no, this university cannot be considered a tier one university in the USA. 

    Traditionally, the term tier one is used for some of the most popular research-focused and prestigious institutions. Webster does not fall in this category.
