Is work experience necessary to get admission in IIM? A fresher has no chance to get admission in IIM?

Different IIMs give different weightage to work Experience. IIM Indore does not give any weightage to work ex. So if you are a fresher then you have as much chance of selection as an experience candidate. What matters is your 10th, 12th, Cat score, performance in WAT and PI.
