Yes, you can get admission in middle and lower order NITs like NIT Patna, NIT Jalandhar, NIT Jamshedpur, NIT Durgapur etc. You should apply for branches like IT, electronics engineering, electrical engineering, mechanical engineering, civil engineering etc. Getting CSE in NIT with this rank will be difficult. Although first preference should be computer science engineering, then all these branches.
Yes, in IEM he will get computer science engineering.

Yes, he will surely get chance in NITs but may not get his desired stream. You can take advantage of home state quota or any other quota(if applicable). You should wait till the last round of counseling to get the best option.In the meantime, you can use the Shiksha College Predictor tool which will help you to predict which colleges are available for him, based on previous year cutoffs. There are chances that you might get admission in NITs, but you won't get demanding courses like CSE, IT, ECE. You can only get in some very least demanding courses that too you cannot get in top NITs.
