Last year, NIT-Silchar civil branch's OBC cut-off in 7th round was 10013. My OBC rank is 9740 in 2018. Can I make it this year?

My opinion you are very close last year cut off. Looks current year cut of 1 round it increases minimum 1800 rank. So I hope u will get your branch as u like. -
