Neelkamal I don't know about Bihar, But I can say for Chandigarh University. CU gave the admission on the basis of GATE or CUCET (enterence examination) There are several reasons to chose Chandigarh University over the other universities just like: 1. Defined placements 2. Superb infrastructure 3. Cooperative faculty 4. Well designed curriculum 5. Need of today's that is co curriculum activities for the personal development So I prefer you to go with CHANDIGARH UNIVERSITY.

Well, there are some good college in Bihar without GAATE score cards are KK University, Nalanda and Srikant Sanskrit Mahavidyalaya Shikshan Kalyan Sansthan, Bihar. But I will suggest you best college for M.Tech which gives you good placement and good platform for research I. e. Chandigarh University. Chandigarh University has an excellent placement record.
