Master's in Embedded Systems or Telecommunication within budget in Europe.

I want to know if there are any universities in Europe that would help me pursue Master's degree in Embedded or Telecomm within a budget limit of 10lakh rs? My B.E.(electronics) aggr -64.7% 10/12th-79%.
