MBA admission - required qualification is bachelors with 50%. what if i have less % in bachelors and also another masters degree

can a masters degree be considered eligibility qualification for doing another masters degree if some one scored less in bachelors. if yes than the same minimum percentage requirement applies to that eligibility masters degree? like for MBA 50% required in bachelors
