Can i migrate from PGDAV colge to KESHAV MAHAVIDHYALAYA in delhi university in my 2nd year? i am in computer science hons. plzz help me

Normally it is not allowed. Talk to source college first and then destination college. If both agree then go ahead. I will say, it is 99% NO.
