Most of universities in US, are asking for a gpa of 3 on a 4 scale basis, how much it will be when converted to ours(on a 10 scale basis)

GPA is grade point average and when you talk about on a scale of 10 basis then its CGPA.
For undergraduates the calculation is different and for Masters applicant GPA is calculated in a different way.
Take 60% equivalent to 2.0 GPA for Undergraduate students, which means at 100% it will be 4.0 GPA,
