MS from US or Canada in Electrical/Computer Engg.

My son has taken GRE (1260) and Toefl (105) and wishes to do MS from US or Canada. In present scenerio what will be better for him.He has done BE(E&C) from MIT Pune (Pune University). Aggregate percentage 58.5% and granted a First Class Degree in 2010.
