My age is 28. Can I do BE? I have passed class 12th science with 48%.

If you are from General category background, then you have already crossed the upper age cap (25 years) for appearing in JEE Mains Exam. In that case, you do better. Go for AMIE, which is equivalent to B.Tech.

Consider AMIE, which is equivalent to B.Tech needs +2 MPC with 45% marks or any engineering Diploma. You can change your job field related to your AMIE branch after enrolling for ease of course completion.
