my aieee b.arch paper delhi state rank is 2628.can i get admission in spa?

sorry to say but no chance, and only all India rank is considered in counseling, 2628 is not enough for spa, even if u belong to some reserved category , try for nata and try to score around 110, if u want a good cllge in arch. best of luck,
