Student Pilot License (SPL) & Private Pilot License (PPL) are intermediate stages of Commercial Pilot License Training.
You will be issued an SPL by the flying club after some hours of ground classes and an internal exam. Thereafter you shall become eligible to start flying training.

The fee is dependent on the type of aircraft you choose to train on.
Example if you choose Cessna 152, you will have to pay Rs. 6500 - 8000/- per hour. And I'm sure you will have to fly 200 hrs for issue of CPL.
