Yes he can do mechanical eng by getting into the lateral entry and he should have written the common entrance exam so that he can get into a good college of his choice.

For lateral entry scheme for diploma holders, 10% seats are reserved over and above normal intake. In this 10% also 50% are reserved for OBC/SC/ST/PH. Now balance seats will be allocated based on merit. At 71%, I think, your brother has a fair chance of getting selected by College of Engineering Pu
