My Canadian university has sent me LOE unconditionally and waived IELTS. Should I produce IELTS at the visa office during visa application?

Yes, you need to provide them your IELTS scores and tuition fee if they had requested that in the offer letter. I suggest you go for any good consultancy they will help you with that and remember, there are so many fraud agencies so be aware of them.
