My CEE rank is 7709 (OBC-NCL). Where will I get admission for B.Tech?
JEE mark: 40, CEE marks: 45.

If you are asking about the Assam CEE then the minimum CEE cutoff marks for asked category are between 70-77. Hence your chances are very less.
