    Hi Ashwini,
    VLSI is offered as a specialization or major in MS in EE. So, you have to find universities which are well known in this area. I will list out some not so selective universities because your CGPA and GRE is not too high, but you have to check the specific admission requirements on their websites
    Drexel University
    Case Western Reserve University
    Oregon State University
    Rensselaer Polytechnic Institute
    University at Buffalo, The State University of New York and so on.
