My clg come in agra university which affiliated to aicte how I transfer myself to another university or govt college after 3rd sem or 2nd yr

I have done Diploma with the aggregates of 74.7% I took admission through UPTU entrance test how transfer myself to another government college or other university which is affiliated to AICTE.
