My CRL rank in 154438 and My SC caste is of Uttar Pradesh and I have issued my caste Certificate from Delhi. Will I be a Delhi candidate?

SC Certificate is valid all across India. So if you have issued it from any state you can show it as an authentic proof for verification anywhere in India.
