My friend has secured 91%ille in JEE and 52% in 12th boards. He is under SC category. Which colleges can he get?

The percentile is good but according to the recently released JEE brochure
*Candidates must have attained a minimum of 75% (65% for SC/ST candidates) of their respective boards. They can seek for private colleges.
