My friend's brother failed class 12th 2 times (2018 &2019), is he eligible for JEE Mains exam in 2020 if he passes in board exams next year?

You are eligible but in this scenario, one should not force him to pursue a career with such a competition of these days. It will prove to be waste of him time. Instead, choose a simple course which is fit for him.
