My IELTS score is 5.5 individual R=5, W=6, L=5, S=5 so can I apply for IT in Montreal colleges and which colleges can I apply.

Sorry but your IELTS score is not sufficient to get admission in any colleges in Canada. Re-attempt IELTS and try to score minimum 6 in each component.
