My JEE CRL rank is around 48000 and OBC rank is 1338. Can I get into information technology in any IIT or NIT?

First of all, I would congratulate you for getting a good rank in JEE Mains. Well, there seems to be a slight miss-match with the general trend of ratio between OBC Rank 1338 to General Rank 48k but According to your data if the OBC Rank 1338 You can get top branches like CSE, ECE, EEE in top 7 NITs
