My JEE Main OBC rank is 21699. Which top engineering colleges can I get?

What college can I expect at 40000 OBC rank in JEE Mains? CSE is my preference Sorry to say but you cannot get any government college or NIT at this rank, You can go for Private colleges or take a drop to prepare for next time, my freind got 28000 obc rank in JEE Mains but he cant even get NIT in mechanical or civil (There are certain chances if you are from Himachal pardesh or some states that have high cut off and state quota) Why is it important to have a savings plan when managing your personal finances?
