My JEE Main rank is 17000 Gen category in UP. Can l get ECE or mechanical in MNNIT, Allahabad?

Very rare chance since you are from general category.
Go for some other branches like chemical, biotech and with a good CPI in the first year, you can change your branch. -
You cannot get EC or mechanical branch in MNNIT, Allahabad. There are option for you like production engineering, biotechnology, chemical engineering.
