Admission to NIT Patna (CSE) requires closing ranks between 10,529 to 13,706 in JoSAA for general candidates. Since your rank is much higher than that, CSE at any NIT is not attainable in the general category.
General cutoff trends for IIITs (CSE) range from ~15,000–40,000 rank? requiring 97–98+ percentile. So IIITs are also out of reach for CSE with your current rank

It is very difficult to get good colleges with this rank but here are some colleges in Bihar which offers Computer Science Engineering this includes NIT Patna, Bhagalpur College of Engineering, Gaya College of Engineering, Nalanda University, Government Funded Technology Institutes GFTI Bihar. Also there are some good colleges outside Bihar who offers Computer Science Engineering those are NIT Puddulkar, NIT Goa, IIIT Chitoor, IIITDM Jabalpur.
