My JEE Mains 2018 CRL rank is 13900 and marks 163. Can I get NIT, Allahabad or NIT, Jaipur? State domicile is UP.

Yes, you can get NIT-Allahabad, because that place is your home state either wise. It is very difficult to get top 4 branch in NIT-Allahabad. -
