My JEE Mains paper 2 percentile is 83.002 (OBC). Is there is any chance to get an NIT?

It is not possible to get admission in NIT's with your percentage, just apply for private colleges. -
With this percentile, I must say it is almost impossible to get admission in NITs even with your OBC category also. It is better to apply for some other colleges. Bust still I will say do not lose hope.
You can try Shiksha's college predictor also to get a better idea. -
