My JEE Mains rank is 110000 and OBC CRL rank is 35000 in 2023. My WBJEE rank is 40000. Can I get admission in UEM for CSE branch?

It's difficult to get admission in UEM for CSE branch as the University take students on the basis of their JEE Mains rank only and your rank is quite low for it.
Though you can apply for other Universities like NIT Goa, NIT Agartala.

For your information Jadavpur University accepts students on basis of WBJEE Score. Though there are some institutes like IEM Kolkata, which deal with admission processes through 2 streams, the JEE Mains score as well as WBJEE Score.Do Check Out.
Analysing your Rank, both CRL and OBC-NCL Rank I believe you have good chances of securing a seat in CSE/IT in one of the following National Institutes
NIT Raipur NIT Jalandhar NIT Silchar IIEST Shibpur
