My jee mains score is 76 n my 12th marks are 81%. Is der any possibility of me getting adm in a govt colg with chem eng stream?

I live in dehradun and pantnagar university is the only good govt institution to offer b.tech. With 76 marks in jee mains is it possible to get adm. there in d second counseling in chemical eng with board marks 81%?. Also my srm rank 17095. So should i take adm there? Plz help.
