My JEE Mains score is 87 & I am from the general category. Can I get a government college whose average package is at least 10 LPA for CSE?

First of all, congratulations on your marks though they are not good, but you have qualified JEE Mains and this may be demoralizing for you, but I am quoting true facts. No college in India can guarantee you at least 10 LPA even no one would not guarantee 1 LPA not even IITs and NITs. Even they have

There is no scheme now for top board percentile to get into NITs. The top 20 percentile comes where if you haven't fetched a minimum of 75% marks in your 12th, then if you are into top 20 percentile.
