My JEE percentile is 32. Can I get any government college in India for CSE?

With the 32 percentile, there is no possibility to get into government colleges, as the cut-off for government colleges is very high for B.Tech. For government colleges, the cut-off generally starts with the 90+ percentile in JEE. The starting rank for admission to government engineering colleges is
