my neice is currently doing 12 from commerce stream and is a medicore student. i want to send her singapore for graudation

she is a mediocre student. i believe she will get 65% and i plan to send her to singapore in 2012 session. need info about money, best management/ commerce colleges, procedure to apply, preperations to be done, etc.
