My OBC rank 5600 in UPTU. Can I get admission in HBTI?

HBTU is now taking admission on the basis of JEE Mains score card, it is not a part of UPTU from 2017. -
No, you can't as this college is now not in the UPSEE and this college is now HBTU instead of HBTI and hence started taking admission through the JEE mains score. -
Wait for the last level of counseling.
You can get private colleges but if you think to have more no. of colleges and universities you can check for JoSAA's website and check out the last year's opening and closing of CSE ranks and get the approximate overview that which is best suited college.
