My OBC rank is 9252 and CRL is 37168 in JEE Mains 2019. Is there a chance of getting into DTU or NSIT? I'm not a Delhiite.

The cutoff mentioned on the site of DTU is the closing rank for admissions. But I'm not sure as to are those ranks the CRL ranks or the category ranks. Please help me out with this.

I used the tool but the answer shown is probably wrong because I talked to the seniors of the college and they seemed to deny me the chance at getting DTU/NSIT at this rank.
