My percentage is 59.7% in my ug....will that be considered 60% ????

You ahve asked this question in University of Manchester. You can apply and try, they will consider you. If you ahve required IELTS amrks of 6.5 abnd, this will be considered.

No, as every institute asked for accurate percentage including percentage after point (.). And when 60% is minimum requirement less marks even very less are not accepted.
