    Well, there is a slim chance to get a seat in PES University but not in your desired branch. Maybe you can get it after attending the 2nd round of counselling.

    Since your rank is too low, you might get a seat but not the desired branch. You might have to sit for the second round of counselling. You can try for management quota if you are interested.

    Yes, with a rank of 9985 in PESSAT you will surely get admission in PES University, maybe in the second round.
