My professor is harrassing me psychologically and giving threats to fail me in the exams. Where can I complaint against her?

You can approach higher authority in your college ( every college has to maintain a student grivenance cell). Also you can complaint to the university/ police/ UGC. You can make complaint but make sure you have evidences to prove this allegation.
