My rank is 17000 in jee main pls suggest which Collage should I take shall I go for low nit or iiit

Dear there is no chance to get into any NIT. it would be rather difficult to get a good government college too. You can try good private universities on the basis of your percentage like in Lovely Professional University, amrita, VIt etc.

You should check the official sites of the top NIT's for the counseling schedule if u get admission there it is well and good otherwise u can also opt for the admission in certain other private colleges/Institutes which provide good scholarships to brilliant students .Some of them are 1. Lovely Prof
