My rank is 1707 and category is RoHc. Can I take admission in one of these colleges 1) YMCA 2) Deenbandhu 3) MDU.

Yes you can take admission in all of these. Enroll in the counselling procedure and wait for the results of successive rounds and hopefully you will get a seat in your desired college soon.
