Hi Nabaprabhat. You can start preparing for IAS from now itself. It would be a ground work. Age limit is 21 to 30yrs. You must be a graduate or writing the last semester. You have 4 attempts to write this exam. Work hard i am sure you can become a top IAS or IPS officer in the country. All the best.
