My sister (age 25) wants to do a degree. She have completed only 10th standard in tamilnadu board. Will she have any chances to get degree?

Why not if she still able to read & write though even after so many years. Remember one thing in this world None can stop you to being educated especially when you are willing to do so no matter how much your current age or any long interval period of gap of your last qualification where u left. On my opinion you first take your time judge yourself then proceed, whether you should restart your educational career or should go for a earning source for betterment of you as well as your family in coming days.
