My sister failed in PUC supplementary exam (PC&B). She took TC and joined Diploma. Is she eligible to take PU exam again? How can she apply?

Her PU principle told that if she took TC, she needs to attend exam as a private student. What does that mean? Where do we have to pay the fees?
