My sister has 95.6 percentile in JEE Mains paper 2 (2019). Does she qualify for NIT Trichy?

Perhaps what you mean is percentile figure for your sister's result in JEE Mains. Anything above 95 is definitely a very good score and please convey my greetings to your sister for scoring such handsomely in this examination.
