My son's CRL rank is 169721 but EWS rank is 27621. Can he apply for CSAB?

It is quite difficult to say whether you can apply for CSAB with the mentioned rank your son has received. You can check from the Shiksha Predictor by entering the course you want to pursue and have given exam, the exam and enter the score.
