My ST rank is 164 & general rank is 19000. No seat was allotted to me even in the 3rd list from last 2 years, is there any chance this time?

Yes, you have chance in vacancy seats. Kindly check HNLU RAIPUR, MNLU NAGPUR, MNLU AURANGABAD, NLU RANCHI, NLU Trichy and NLU Visakhapatnam sites for vacancy seats and apply for them.

After CLAT office closes on 6/7/2018, you have to look daily all this above mentioned NLUs websites daily and whenever they announce vacancy seats, kindly apply for it.
